I want to make a picture smaller to.....

You can Export from iPhoto (through either the Share menu or the File menu depending on the version of iPhoto) and nominate a pixel ratio from there. :)

you can export it in iPhoto.

?+E+shift -> File Export tab -> Scale images to no more than (whatever you wanted)

getting pics from Mac to cell, I know nothing about that though.

i know iphoto will convert them but if you have verizon its a pain, on my phone if you email a pic to your phone the phone wont have the attatchment on it. they jst want you to you get it now and pay for it.
