Is there a way to control my mac mini from my Windows machine using a remote desktop program? :)

Enable 'Apple Remote Desktop'* on the Mac and use a program like 'TightVNC (http://www.tightvnc.com/)' to control it from the Windows machine.

* System Prefs > Sharing > Services

Run OSXVNC on the Mini (its better than OS X's built in VNC client IMHO) and TightVNC on the PC.
