Noise in images when taking screenshot

I haven't seen this before, so maybe it's a bug in 10.2.3. It appears to be some noise in images when taking a screenshot either with key-commands or Grab. I think I remember that it was a way to change the output file to another format, but I maybe wrong. Take a look for yourself on the attached and magnified image.

Ive had this problem before as well, but i use but now i use snapzpro which is a lot better (plus they dont just come out as pdfs.
