Since it's a shuffle there's really no way to set the balance to the right ear only. Most likely the left speaker wire part of the stereo plug can't hit the left speaker part of the jack.
Or you've gone deaf in your left ear. In this case seek medical attention.

Probably needs the careful attention of an Apple certified technician but you could try restoring the firmware in the meantime. Just use the latest iPod Software Updater (http://www.apple.com/ipod/download/). :)

What about something as simple as the headphones wearing out? I've boughten 3 replacement pairs of Apple headphones for my iPod Video.

He said it happens no matter what headphones he uses. It sounds like the headphone jack is damaged in the shuffle. If it's not still under warranty, I'd just say get a new one. They're only $69 now.

Well that part wasn't helpful but the top part of the post was... and is most likely the problem if a firmware restore doesn't fix it.
