Well, I will randomly see if an update in Safari makes a certain feature on the site work that i have wanted for a long time (no idea why) but it finally works ^_____^
Click on quick links then go to "User Control Panel" in the second blue box down and it now actually works as a link.
Every Other version of Safari for some reason this feature in the code just didn't work but now Safari's update makes it work.

And i can confirm that it was the 10.4.7 update Safari 2.0.4 that makes it work because my PM is not yet at 10.4.7 (on 10.4.6 for a week till i see if my powerbook has any issues) does not work with this feature.
