Adjust bass and treble of sound output?

I'm a new Mac user, and one thing is already frustrating me. There's no system-wide bass and treble adjuster. Is it hidden somewhere or do I need third-party software?
 
It's not hidden.. there's nothing for system-wide. AFAIK there's no 3rd party app to do it either.

It needs to be built into each application.
