I have mac drive and I'm using boot camp to run Windows XP. I installed mac drive and all went well.
My main problem is that, when in windows the mac partition will not show up in my computer. I'm guessing this is done by apple because the non educated user would try to open it and windows would say it needs to be formatted the user would say ok and then poof... no more OS X partition.
Does anyone know how to get the partition to show up in my computer?

Then you didn't install MacDrive properly. When MacDrive is installed, the OSX partition shows up as a drive in My Computer. I suggest you uninstall MacDrive and then reinstall it. Also make sure you have the latest version of 6.1.4

Turns out I didn't have the latest version. I updated and I have access to the Mac OS X partition now.
Here is another question, I now have iTunes on both windows and Mac OS X set to the same music folder, is there any way I can have them share the iTunes Library and the iTunes Music Library files between the two?

Well this is a yes and no answer. OS X can't write to an NTFS partition, so if your windows partition is NTFS you wouldnt be able to download music to the Music folder in WinXP (if thats where it is) when in OSX. If your Windows partition is Fat32 I would think it would work.

My partition is actually FAT32 because its only 5GB which is more then enough as far as I'm concerned.
I actually use iTunes primarily in OS X. Now, I know that both the windows and mac versions of iTunes can read eachother's iTunes Library and iTunes Music Library files, but as far as I know you can not change where the two access their copies of these files.
Windows: My Music > iTunes
Mac: Music > iTunes
I guess its nothing big to worry about, I just like having my play counts being as accurate as possible. :p
