rehabbing a DV imac

I picked up a slot loading, CRT Imac that had been stripped of HD and RAM. I replaced the HD with another ATA, added some RAM, set up the imac as a target disk, installed OS 9 from a G4 tower, but on boot up, I only get the flashing question mark. Tried booting up with the imac DV software install disc, no joy. Tried replacing the logic board and the drive cable, no joy. I suspect that the ATA drive doesn't have the right HD drivers software. Can I install HD dirve software from the G4 using target mode?

Stumped.
