how do I combine two pics?

Does Mac OS X come with a simple program to allow me to reize and combine two pictures into one? On windows I would simply use microsoft paint to do this.
 
I've heard good things about Seashore...I'd imagine it would be able to do that, as it can do much more complicated things than that.
