About the language issue- just make sure that whoever you are buying from includes the Tiger installation DVD (also make sure that it has a DVD player!) and boot from the CD to install Tiger. You can choose your language then.

If you want to see if you can handle it, try setting your current monitor to 1024x768 and see if you can use it (if its an LCD it may look a bit blurry at 1024x768 so ignore that). As for software, I'm sure the install disks would sort it all out.
