I just got my new Mac Pro, and it is lovely. I do need to get my iTunes library onto it, though. All of my music is on my PC, which is still in use. I need to configure it so that I can get my library onto my new Mac, while it can still be used on my old PC. Is there any way to do that?

Transfer it via target disk mode or use an external hd.

Target Disk Mode (http://docs.info.apple.com/article.html?artnum=58583) only works between modern Macs, sorry. :o

However, our guide on transferring iTunes libraries (http://guides.macrumors.com/Copying_Music_from_your_old_PC_to_new_Mac) may help you. :)

I might have to use my iPod to transfer the library. My old PC is now in possession of my brother, whom I share libraries with. Is there any way to keep both libraries up to date? As in, if I download a song, it will show up on his PC?

You could use FolderShare https://www.foldershare.com/

It's free and it works great sharing files between my PC and Mac.
