Well, I was having a lot of system problems, so I did a reinstall. Shortly after I did, I noticed that my System Preferences were messed up (see the attached picture). I have an extra Internet pane, and I'm missing the Accounts pane.

Do I have to reinstall again?

Try:
  • Quit out of System Preferences
  • Delete: ~/Library/Caches/com.apple.preferencepanes.cache
  • Go to System Preferences and see if it's fixed.
 
AHAH!

MY preference pane looks IDENTICAL to yours! I think I will try that as well.

Does it reset all of your system preferences? or just the panes?
 
It didn't trash any of my preferences; it just took away the (corrupted) cache of what Preference Panes were installed on my system, and when it recreated that file, it did so correctly. The preferences themselves are stored elsewhere.
