I don't have one on my computer after I deleted it to try to reboot since my keyboard was giving trouble. My keyboards space button still won't work. Blah 🙁
 
Just go to your System Preferences>Universal Access and change something, like turn a radio button on then back off, and your universal access preference list will magically regenerate.
