I don't know why StuffIt won't open it, but what system are you on? Most MacBinary-encoded apps are old and won't run on Intel systems, and will require Classic on PowerPCs.
 
.bin as in .bin and .cue ?

aren't those disc images that you mount with Toast?

like a .dmg or .iso ?

it's a windows thing....

He said he needs to install it, so I assumed it was a MacBinary file. It could of course be a cue/bin set, in which case as you mentioned, Toast is the easiest choice.
