I am trying to edit a video_ts file in avid. It is information I pulled from a disc. What steps do I need to take in order to open the video_ts file in Avid for editing?

Use MPEG Streamclip to convert video ts to DV then import into Avid

First, a VIDEO_TS is not a file, it is a folder containg many files, some of which are muxed audio/video.
1-Make sure your VIDEO_TS folder is not copy protected. If it is, use MactheRipper to remove that encryption:
Please note it is illegal for you to use this software if you do not own the original DVD you are "backup-ing".
2-Double click on the VIDEO_TS folder in the Mac OS X finder and hit APPLE (CMD)+2 to get the list view. Click on the size column. You will notice a few .VOB files at 1GB or so, and maybe one or 2 at a few hundred MB's. These are the DVD's audio/video files MUXED ("stuck") together. To import them into a video editing software, you must first demux them.
I suggest that you use something like Drop2DV:

It demuxes the files and transcodes them to DV PAL or DV NTSC (depending on what you want) which you can then easily import into any editing program.
If you want to natively edit the MPEG 2 (offline), you will need bbdemux, Final Cut Pro and the Quicktime MPEG-2 component.
