proc max load after 10.4.8

I recently updated to 10.4.8 and now (based on CoreDuoTemp) my 17" MBP constantly runs at 2.17Ghz. The temp and proc use % are normal, but the speed is constant. I find it odd and want to know if anyone else is experiencing this. Of course, nothing is going to be hurt from this I guess, and i haven't seen much of a battery change, but still, it doesn't HAVE to run at max 2.17 constantly. I searched and found nothing, any explanations/solutions?

If you use the paid version of Hardware Monitor, it actually shows the processor throttling so it may have to do something with the CoreDuoTemp program (more specially SpeedIt that it is based on).
