System Prefs problem?

Can anyone shed any light on why my system prefs window (specificaly the Keyboard/mouse icon) looks like this?61934

Further more - how do I fix it? I've rebooted and repaired permissions and it's not made any difference..

(1.83GHz MBP, 10.4.8.)
