I have a file I would like to bring onto my Windows in parallels, drag and drop isn't working. How do I get it? Thanks.

You should be able to drag and drop.

Failing that, I have my Mac HD mapped as a Network drive within windows.
 
That's really weird that I can't drag and drop. Do I need to restart my computer? I just installed Parallels a few minutes ago.
 
Read the Parallels help of setting up a shared folder. Then drag & drop to the shared folder in your active OS.

It looks like a regular folder to OS X, but a network share to Windows.
