Right now, when I compress to a MPEG-2 or 4 the quality is lower than what I see in FCP. How do I output to a file at higher quality?

That's what 'compressing' does! If you want uncompressed, full quality, File>Export to Quicktime Movie>Options>DV (PAL/NTSC/whatever, whichever you prefer).
If you want 'better compression', then you'll have to experiment with codecs, bitrate settings etc etc.

Compression, to echo the other user's posting, is a quality x file size game. A pretty standard way to make MPG2's is to use FCPro's Compressor if you're outputting the MPG2 for a DVD. Pick Best Quality 90 min. for both audio & video, unless your sequence is longer than 90 min. of course. You should always use 2-pass VBR which I think is automatically selected in the above setting, it takes longer to encode but yields better results. Good luck.

Well I need it in a format that will upload on youtube, so yes, it will be compressed a little. But it compresses too much! I've seen higher quality vids on youtube. How do they do that?
Is MPG2 always going to be a very low quality video compared to the originally no matter how I do it? I just hope its only slightly lower, not completely low.... Like I said, I'd like to put it on youtube, and if its low already, youtube will compress it even more so it will be even worse.

streaming video by definition shoudl not be high quality.

but you aint putting that on youtube.
