Turning off permissions

How can I turn off the "privileges" between users? When I try to get music or pictures off another identity, I don't have sufficient access, and we're both administrators. 😕
 
The permissions are there to keep different people's documents safe from other users and hackers.

If you have pictures/music that everyone needs to have access to in your Shared folder, or in the Shared folder in the Users directory.
