I never understand the meaning of the positive and negative vote on news posts. Does it mean people feel negative about the likelihood of it coming to pass or is it how they personally feel about it.

I think the OP is referring to the +/- ratings of items on the main MacRumors front page, not forum thread ratings. I've never been quite sure about the meaning of those either. :o
