Would Parallels allow me to install the program onto two seperate macbook pro laptops or is this a one time install program.

You can (theoreticaly) install Parallels on as many computers as you want.
I have wiped my hard drive multiple times and reinstalled OSX and I can reinstall Parallels, enter my name and serial, and voila!
