I have a macbook os x. Do you have sign up to mac.com before you can send emails.

No, only if you want an e-mail @mac.com

Nope, you can use the Mail app that's included with OS X to send and receive messages through other types of account, not just .Mac – if your account supports IMAP or POP you can set Mail up to access your emails. Just open Mail up, go through 'Add Account' under File in the Menu Bar and enter your account information.
