Does anyone know where there is a good mkv extractor or converter that works with tiger? I have a friend that has a mkv file that wants to extract or convert it.

VLC does transcoding.
Though apparently it's not as good with file -> file transcoding, it might be able to change the mkv into something useful?

he has tried VLC and it will just play the file. So, he figured that mkvextract would work but since he runs tiger its nots compatible.

VLC can do it, via the Streaming/Saving dialog (the little checkbox in the lower left hand corner in the file open dialog). Click the settings button to the right and you will see the dialog below:

For transcoding settings I did h.264 (he can pick codec of choice) with an avi container and 64 kbps mp3 audio. you can pick a higher quality but it will take longer is all. You might find some combinations messed up, as an example I couldn't make an MPEG 1/2 with a low enough bitrate to encode.
