I have a G5 (see signature). In my university, I am required to program in assembly language. I want to use a program called AVSIM51, but it cannot run through Virtual PC. So, I am interested in buying an Intel Macintosh to run AVSIM51 through Boot Camp.

AVSIM51 is an emulator of the 8051 processor for Windows. Will that program run under BootCamp XP, or will I need to buy a PC just for that?

Once you are booted into XP in Bootcamp you are using a PC. There's no emulation. There's no virtualisation. You are running XP in an x86 PC.
