I have movies and tv shows loaded onto a partition of my external hard drive, and was wondering if it is possible to have them show up in front row without having to copy them to my internal HD or backup partition?
Basically, is there any way i can get files that are not in the movies folder to show up in front row?

Yes. Make a shortcut/alias for your movies on the external drive and put it in ~/Movies.
Easy peasy!

I have a bunch of Vidoes in iTunes, that are stored on my external drive and it loads up perfect in Front Row

That's because...they are in iTunes, which shares its index with FrontRow. If you have stuff just lying around on drive, FrontRow cannot find it.

Yup...I was saying that perhaps the OP should try that(asuming he want those files in iTunes.
