The Newer iBooks 700Mhz and up need the 20 $ Video Out port to have Video Out, right? Is there an audio Out cable that converts it to a composite output, so there is S-Video and audio?

Composite doesn't mean the signal includes audio. It means it combines chrominance and luminance, signals that are separate in an S-Video connection.
Whether you are using composite, S-Video, or component video (YPrPb), you still need a separate audio connection, and to do that with an iBook, you'd use the audio output jack that looks like a mini headphone jack.
Composite video is a bad thing if the display has the option of S-Video because the display then has to separate the chrominance and luminance signals using a comb filter. There are different types of comb filters, some better than others, but none as good as not combining the signals and having to separate them again.
