Ok, so I need help.

I have a problem with System Preferences on my C2D 17" iMac. I'm running Tiger 10.4.8, 1GB Ram...

Whenever I open Date & Time within System Preferences, it hangs and I get the spinning beachball.

Here are the steps I have tried:

Cleared PRAM and unplugged the iMac from the wall for 1 minute,
Apple Hardware Test,
Cleared System Cache,
Cleared User Cache,
Cleared SystemConfiguration folder in ~MacintoshHD/Library/Preferences,
Cleared Cookies,
Cleared Login Items in SystemPreferences/Accounts,
Created New User - Same Problem so it seems to be system wide.

I think that is it. I tried some of these myself first and then called AppleCare who advised me to run some of them. After deleting the Login Items from Accounts Preferences, it worked for about 10 secs but then hangs again.

Restarts don't help either.

Can anyone else help me with this?

EDIT: Also, I used Install Disk to run Disk Utility and Verified/Repaired both the Disk and Permissions.
