I hope you will love this artist. I have been listening to him for about 3 years. I have all his albums... he is just great. IMO.
His name is Suneohair, スネオヘアー in Japanese. Real name is Kenji Watanabe(渡辺健二).
I have been patiently awaiting his new album Skirt (スカート).

And let me tell you it is fantastic. The poppy rhythm and amazing lyrics of the title track, Skirt (スカート). To the last track, Taiyou (太陽), sun. The intro sounds like it is going to be a synth pop song ala Postal Service or something. Instead you get synchopated piano, a horn (not a wind expert, some type of horn), and a soft melodic voice.
This is by far his best album yet. You can listen to clips at his website suneohair.com (requires wma codec).

Just a note on the translation. I am only 2nd year. So it may be off. There is a word which I can't fit in there. 甘える which means to depend or presume on anothers benevolence. So the wind blew on the girls skirt because she was well meaning, in other words taking advantage of that. It would sound odd if I added that, but that is the nuance it has.
