My cursor won't drag files anymore

Hi, I'm on a bit of an older Mac OSX, 10.2.8....Powerbook G4.

All of a sudden my cursor/arrow, while it works in all other respects, will not drag/move files while on the desktop, or graphic elements while in a page layout program. I can still select items, and drag most editing elements (such as shrinking the length of a drawn rule) but I can't physically move anything from point A to point B with the cursor.

Any ideas are welcome....
