What is the best solution for an ecommerce store to take online payments without the cost and hassle of setting up SSL certificates?
Google Checkout, Paypal, Worldpay?

some hosting companies let you use their shared ssl cert, so when the user goes to checkout it switches to your hosting providers url but its still your site.
authorize.net has a simple method that lets your customers checkout on their site, then whenever you are making good money you can upgrade to the advanced method of integrating the payment on your site. they are my favorite so far cause its very easy to code with some knowledge of php with curl and they even give you some sample code.

Of the three you listed, I'd go with PayPal.

Paypal seems to be the most popular payment system that i've encountered for merchants that don't want to deal with the SSL overhead on their own.

Kagi.
No others should be considered.
Offers some spectacular services for spectacular prices. With PayPal's track record on security... well... I'D never use them. MHO.

Is twenty dollars a year (https://www.godaddy.com/gdshop/ssl/ssl.asp?ci=271) really too expensive? It's worth it to get an SSL. You wouldn't believe how many customers you lose by going with something other than secure processing on your site.

anything this cheap in UK?
Also I have to consider the cost of a credit card system here to process the payments.
I don't really like Paypal, what about Google Checkout as a new option?

Does GoDaddy not allow UK residents to use this as well? I've never had to deal with SSL and other countries so I'm not quite sure. I know Thawte is based out of South Africa, so they definitely allow foreign countries.
I despise Paypal, I've heard good things about Google Checkout but I've always used Authorize.net. They're a pain in the ass, and not cheap, but our clients demand the big names.
Just be a little weary of Google. I like them overall, but their Adwords practices have made me cautious.
