i have a movie that is 3 hours 9 mins..can i burn this at all on any device?

If you have a Dual Layer burner, you should be able to burn roughly 4 hours of video on a DL disc.

You could always try converting to MPEG-2 and then shrinking to fit...although I'm not at all certain how you'd do that :)
