Best app for designing a CD?

I don't mean the actual cover, it's all been done, but what app should be used to design the actual image to be put on the disc? I'm assuming photoshop but I don't really know if it can handle the round canvas needed...

You can easily make a round selection in Photoshop 😎

Disc Cover is really great and it has templates for all major brands of label paper.
