It appeared I think last update on the apple store, So it is fairly new.

The Apple Store's "chat now (http://arstechnica.com/journals/apple.ars/2006/11/21/6047)" feature has been available since 11/2006, and used in educational store before that time...

I've used that feature from time to time since summer '06.

I remember awhile ago (year ago perhaps) I was browsing the Apple Online Store and it asked me if I want to chat. So I assume that the Chat Now feature is the same thing.
