I know Verizon tells you one number, but then applicable taxes add about 20 bucks to the bill. Is AT&T going to pull this BS or is $59.99 really what you pay, no more?

Taxes and fees are always extra. My family plan (nominally 59.99/month) ends up costing 70 after all the taxes and fees are included.

I know its true of other services, but I was wondering if iPhone specific plans had those additional cost as well or if they were factored into the equation. It seems like something Apple would consider working into the deal to make it more understandable and user friendly.
I see no asterix's next to the prices, as Verizon has done in the past with their pricing plans.

Apple has nothing to do with it. The fees all have to do with the AT&T service plans.
