Taken from the front page at Xlr8yourmac.com (http://www.xlr8yourmac.com/):

iDVD 3.0.1 runs without Superdrive installed - Some time back I had cloned my iDVD3 folder from a superdrive equipped tower to the PowerBook G4 (w/combo drive), hoping (wishful thinking) that someone would come up with a patch to allow burning to external DVD-R drives in Jaguar (like the short-lived "enabler" for 10.1.5, which didn't work with 10.2.x).

Too bad it can't burn to non-Superdrive drives...

Link: Reports that iDVD 3.0.1 will run without an internal Superdrive. Still can't burn to an external Superdrive -- but this means you can edit/manipulate projects without one. (http://www.xlr8yourmac.com/)

Who says it can't? Read Xlr8yourmac's (http://www.xlr8yourmac.com) web site. They have a drive compatibility section that says lots of drives work, not just Apples. They just have to be internal. And there are hacks listed there to get other drives to work.

If nothing else, there's always Toast and DVD Studio Pro.
