The title explains the question.

Do I need to shut down or sleep my macbook to connect to external display?
And why is that?

Nope. Just plug it in. You might need to go to your System Preferences -> Displays and click "Detect Displays", but you don't need to shut down, reset, or sleep your Mac to do it.
