I have a spare Dell 19" LCD monitor and I want to use it as a digital tv, currently I have a Digital Set Top Box with standard RCA outs but the Dell Monitor only has VGA and a DVI input.

What I would like to know is there any converters out there that could input the RCA directly to a VGA or DVI input?

I was thinking about Apple DVI to Video Adapter and was wondering if you use it to input a source not output?

Any ideas people, I'm a little stuck

You'll have to use a composite to dvi scaler if you plan on sending the analog box (even if its called a digital box, the RCA composite out is an analog signal). Or if you go the VGA route you'll need to search for some kind of composite to VGA converter. You wont get audio unless you run it through some kind of powered speakers or receiver though.
