I am creating an animation in Flash, and it looks perfect as a FLA or SWF file, but when I choose File -> Export -> Quicktime Movie the framerate is at 12Fps (supposed to be 25) so it plays very slowly and juddery.

The only way I got it to play at 25Fps was to use "None" as compression, but it still wasn't smooth like the original file.

Basically, I want to create a DVD of the animation how should I convert the file?

What is the frame rate set on for the flash file? Try it at 30 and select Animation as the compressor. What version of flash are you using?
