Will the Leopard OS be pre-installed with the new iMacs in October like the Tiger OS is with the current iMacs with no $129 fee?

Yes. Exactly when in October is anyone's guess...

When Leopard launches any new Mac your purchase afterward will have it installed.

It will be on all new computers as of release date.
