Sorry for the "cross platform" post but since I am a dedicated Kool-Aid drinker I am not sure where else to go with this question.
A friend of mine is interested in doing very simple graphics.
Cute t-shirt designs, logos and stuff that she is trying to self market.
She does not seem to need a program with any high degree of sophistication, just some type manipulation, image placement and the ability to save as a PDF or a jpg.
Does anybody know of any PC freeware/shareware that might fit the bill for this or could you point me in a good direction as to where to look?

For t-shirt design she should probably be using inkscpae.
