When you have a USB external HDD hooked up to the USB port, can you access that drive anywhere that has an internet connection. If I'm at school and theres a file I need thats at home, can I sign into that HDD and retrieve the file?

The option in Airport Utility is "Share disks over the Ethernet WAN port".

Yup - you can share it externally.
Go to "Go --> Connect to Server" or press CMD+K when on Finder.
afp://x.x.x.x
Where x.x.x.x is your public IP address (go to www.whatismyip.com to get your public IP).
