dynamic (?) calendar software for my site?

I am looking for something to enable people to be able to log on to a site and update their own events which in turn is visible to visitors and forms content for a regular email.

With the idea that the homepage automatically updates itself etc etc.

I am asking too much for this to be available free somewhere?

I should think a simple MySQL or PostgreSQL application should be able to do this.
