Hi, ive seen a few desktops where the user has the a picture or movie file in an icon form instead of the the normal icon.

I dont know if im explaining this correctly but say I have a picture instead of seeing an icon with the preview logo on it and JPEG, how do I veiw the files icon as the picture itself? Much like Vista does. Is it a program or something within the OS i need to turn on.

Dunno about in Tiger, but in Leopard that's just how it works out of the box. So upgrade to Leopard next Friday and you'll be all set.
 
That is about right.

In Tiger, you can open a video file, minimize it to your Dock and it will continue to play in the icon...

Not quite what you were describing, but it is as close as you are going to get without Leopard.
