How do you make a program for touch

I really want to start making programs for the ipod touch. I have previous experience in coding but not this way. What programs do i need? Is there a sdk? Is there a API? Oh ya i am on a windows xp machine.

There's no supported or full solution yet, but there are supposedly some private third-party libraries called "UIKit" that are using in conjunction with Objective-C and XCode. I've not done too much research on the subject, but if anyone has any information on how/where to obtain these libraries, I'd be interested as well.
