Does anybody know of the time frame that apptapp is going to release installer.app for 1.1.1?

not sure... but if you want to get app tapp on your 1.1.1 i would follow this lin

They did. Yesterday (I think)

You need to install v2 on your 1.1.1 jailbroken phone and then restart. You should find that when you tap the installer icon it prompts you to install the latest version.
