huh... so out of curiosity why wont this install when I installed the whole OS ? Did they do this on purpose?

You need to go into the "Optional Installs" folder on your Leopard disc, go into the "XCode" folder, and install the "Dashode" package.
Once installed, go into the "Developer" folder at the root of the HD, then go into the "Applications" folder, and Dashcode will be there.

There did it on purpose because it's part of the "Xcode Developer Tools", and those are never installed with the OS.

Developer tools have always had to be installed separately. I guess it's because Apple think most people won't use them.

Yes, they did that on purpose. The developer tools (even without Dashcode) are pretty big, so they're an optional install. Since Dashcode is a developer tool, I think they opted to put it at the logical place, next to Xcode.
