WTB PC cable of running ie 6 and 7

I know this is the wrong site but, I need a cheap pc to design websites for compatibility with ie. Would prefer a cheap one as in under $75 shipped. Doesn't need to be very fast just meet the minimum requirements and reccomendations for ie 7. Let me know what you have and how much

how about virtual pc 7 / xp home in retail box for $55 shipped in the lower 48?

with a dual 2.7, this would be easier, faster, and less likely to crash. one less noisy beige box is always a good thing. :)
