Why do you need them to be local? Programming generally lends itself to over-the-internet collaboration very well.

Yes, I know there are tons of mac programmers outsourcing themselves around the world.

But I really prefer someone that I can talk with, face to face. But if there is NONE in indianapolis... well, I guess I'll have to get someone remotely...

That's what iChat is for :-P. My icon designer is someone that I've never met and it has always been no problem that they are so far away. Email and IM work well.
