Download this zip file & run it and then TM will be able to see any attached HD.

This won't work for an AirPort Express will it?

I'm pretty sure it won't work, someone at Apple said that it doesn't have the appropriate drivers to handle such a thing. But I was wondering if this enables it. I'll research it on my own

Of course not...AE can't connect to drives.

This worked in the betas, but was taken out for the GM...

Never worked for Airport Express.

...I'd be concerned with downloading that zip...
